Notice of Task Statement of Work RequestAttached is a Task Statement of Work Request entitled, "ACS SAS Tabulation Programming", ITS053, issued in accordance with the terms and conditions of the Bureau of the Census Contract for your review and response. The task request is within the Systems Design and Programming service category.
The Government anticipates the use of a Firm Fixed Price Task Order in accordance with Section B of the contract.
Please notify me by February 16, 2000 of your intent to submit a proposal via e-mail to it.services@census.gov. If no response is received, it will be determined that your company will not be submitting a proposal.
Resumes and Cost Proposals will be submitted electronically via ccmail no later than 2:00 pm, February 25, 2000, via e-mail to it.services@census.gov. Please ensure that your resumes and cost proposals are identified by the task order number and company name. Please see specific instructions in the task statement of work request.
Technical Proposals will be done by Oral Presentations are tentatively scheduled for February 29 and March 1, 2000. Your specific date and time will be scheduled after February 16, 2000.
Cost Proposals should be based on fiscal year funding.

Background and Purpose
The Continuous Measurement Office (CMO) of the Demographic Statistical Methods Division (DSMD) conducts the American Community Survey (ACS) on a continuing basis. The data are collected, processed, tabulated and disseminated to both internal and external Census users. The staff of the CMO edit, impute and tabulate the data using the SAS (Statistical Analysis System) programming language.
The purpose of this task order is to obtain Contractor support for the programming design and coding of the 1999 American Community Survey Tabulations. The system must be fully operational by July 2000 and again in July 2001 and will require extensive monitoring and testing.
Expected Outcome
As a result of this task, the Continuous Measurement Office (CMO) of the Demographic Statistical Methods Division (DSMD) expects to release the 1999 and 2000 tabulated data products of the American Community Survey to our customers across America.
Task Requirement
The task requires the development of SAS computer programs that will run on SUN Solaris Unix Server. The programs can be tested and debugged on Windows PC workstations. This task also requires program design from subject matter specifications and rigorous testing activities. This task may also require use of other software tools for program design, coding or testing. Contractor personnel shall be designated key personnel, per section H.6 of the IT Services Contract. Estimate 2000 annual person hours.
Activity 1
Initially and in conjunction with the staff of the CMO, the Contractor shall conduct analysis of the tabulation requirements and specifications, and translate those specifications into computer readable files. These files will be used to generate the specified tabulations from the American Community Survey data. The Contractor shall also modify existing programs to accommodate new functions and/or processing.
Activity 2
The Contractor shall design and code tabulation programs and shall make those programs function according to specifications.
Activity 3
The Contractor shall resolve any problems that occur once the programs have been released for use in production.
Activity 4
The Contractor shall participate in additional training on the use of other software tools, such as advanced levels of SAS, in order to effectively evaluate and use these new tools.
Deliverables
The Contractor shall provide the following deliverables:
- Source code, developed or modified, along with documentation on the program(s) that generate all estimates and variances contained in American Community Survey (ACS) multi-year profile reports.
- Source code, developed or modified, along with documentation on program(s) that generate all variances for the single year ACS profile reports.
- Documented test plan and results of tests run on the program(s) described in sections a. and b. above.
- Source code, developed or modified, along with documentation on program(s) that subject matter analysts in other divisions in the Census Bureau can use as aids in their review of the edited and tabulated ACS data.
- Detailed design documentation for the program(s) described in section d above. This documentation should include a detailed diagram describing program interaction specifications for programs that may be assigned to others, anticipated problem areas, detailed tasks list, and time estimates for the tasks.
- Monthly reports indicating work accomplished, problems encountered and their resolution, and issues still outstanding.
Milestone Schedule
Initially, the schedule for each program source code will be provided by the Task Manager and the ACS Tabulation Programming Manager on a month-to-month basis. They will present the Contractor with a final task schedule once all programming activities have been identified and finalized. It is expected that programming activities will be identified and completed on a monthly basis.

Government-Furnished Equipment or Data
The Contractor will be provided a work area with a Unix workstation or PC that provides access to the appropriate computers and software systems/applications. The Contractor will be provided access to all appropriate information, i.e., system/application documentation and/or personnel as required by the Contract to fulfill this Statement of Work.

Skill or Relevant Experience Requirement
Experience with the SAS programming language and the UNIX operating system are both mandatory. With regard to SAS, the Contractor must have extensive, demonstrated experience using the SAS macro language and must have experience working in a statistical environment. Additional experience using SAS/Intrnet is highly desirable. The Contractor must each have at least 3 years of programming experience, must be able to work in a team setting as well as independently and must have good communication skills. Knowledge of any of the following is also helpful: Windows 95/NT; Microsoft Office 95/97; Census Bureau work; and, using electronic mail as a means of communication.
Task Performance Evaluation Criteria (Performance Measures)
Contractor performance will be considered successful by satisfying the following criteria:
Meet all established deadlines.
All software developed meets requirements.
All application tests completed..
All software code completed and documented.
All end-user problems resolved.
Evaluation Factors for Award
Proposals will be evaluated in relation to the evaluation factors. The past performance and experience factor is more important than the technical/management approach factor, and the price factor is less important than the technical/management approach factor.
Past Performance and Experience of Proposed Personnel
Offeror shall propose personnel deemed necessary to satisfy the requirements of this Task. Offeror will be evaluated based on the knowledge and experience of the proposed personnel. Proposed personnel will be evaluated based on:
Knowledge and experience with SAS programming language. This criteria is significantly more important than any other criteria.
Knowledge and experience with any other programming language.
Knowledge and experience with computer operating systems.
Knowledge and experience with remote computing applications.
Knowledge and experience programming in Windows or UNIX environment.
Technical/Management Approach
Offeror shall propose a technical/management approach to satisfy the requirements of this Task. Offeror will be evaluated on their approach to meeting the requirements and satisfying the performance measurements outlined in this SOW and how their proposed personnel's qualifications meet the requisite skill and experience requirements. In addition, Offeror will be evaluated on their plan and approach for management of this task order.
Price
Offeror shall propose a price that satisfies the requirements of this Task. Offeror will be evaluated on how favorably their proposed price compares to the skill level and work to be performed as described herein.
Proposal Instructions
Technical
The Technical Proposal shall be provided by oral presentation. Each offeror shall conduct a 30 minute oral presentation addressing the following material:
Overview of the Offeror's company and its experience to date under the ITS Contract;
Overview of the offeror's experience with designing, coding and testing SAS programming activities;
Overview of the Offeror's approach to meeting task requirements and performance measures; and
Overview of how the offeror will manage the task order.
The overview will be followed by an interview of the proposed personnel. Each interview will not last more than forty-five minutes. The proposed personnel shall explain how their current or past experience relates to this task.
Offeror shall provide five (5) paper copy sets of the oral presentation slides before conducting the oral presentation.
Offeror shall provide a résumé for each proposed personnel. Each résumé shall indicate previous or current experience doing SAS computer programming. Offeror shall provide résumés via e-mail to it.services@census.gov.
